Not intelligence with reason and discernment we’re gifted with by God. Rather, a leader's conformity with professional society’s rules, a "consensus" of smart, ideologically aligned people.
Heart = Passion
Not caring, compassion, love as a humanist understands. Rather, by heart he meant a leader's passion to achieve their set goals, with vigor.
Muscles = Action
To impose the will of a leader by brute force, if necessary.
Nerves = Resilience
Leaders shouldn't reconsider a course of action or back down to opposition.
When you understand his words as he means them, not as he wants the public to assume he means, his leadership requirements would elevate murderous sociopaths to rule the world. As we are already seeing.
