Bush could get away with invasions only because of 9/11 aka Global War on Terrorism and even so his popularity declined dramatically as the conflict dragged on. An unprovoked war or one based on the premise of 'because nukes' would have utterly tanked any president's reputation.

At any rate it couldn't have been just for ratings. Gen. Wesley Clark says he was told there was a plan to invade seven countries in five years and he says this was in the works from a few weeks after 9/11. Fortunately, Iraq went so poorly that it seems they forestalled the direct invasions in favor of things like what happened in Libya and Syria (both on the list btw). And it was going to wrap up with Iran, which they were pushing in front of Trump with a Mattis hand-crafted plan.
Wow! Bush was wholly unfit to be president and on some level he was a victim of the right wing echo chamber that really caught everyone off guard at the beginning of this century. So Bush had an over 80% approval rating after 9/11 and he could have been in a coma and everything would have gone exactly the same. The 80% approval rating went to his head and he went crazy with power.
Btw, the more I think about his father’s Gulf War the more I think that was wrong to send American ground troops to settle a border dispute in the Middle East obviously with the overarching issue the global oil market stability. I think most Republicans would oppose the Gulf War today.
