If you assume these people are rational, intelligent actors with a master plan, it would seem that way.

Personally I feel that even with all their resources and influence, there's a lot of blindness and incompetence there.

They set supposed goals with a lot of vanity, ridiculing those who disagree with them, and eventually it all comes crashing down. Of course they never admit their mistakes or take responsibility.

That often (always?) happens with the kind of arrogant tyrants who think they should control everything because they are "the elites". Like in the French revolution, USSR etc.

You certainly could be right. The “pandemic management” plans seemed to be evidence of blind incompetence, perhaps mixed with some planned ulterior motives that may have been also botched.

Power-mad and flush with other-peoples'-money, the arrogantly ignorant neocon and globohomo "elite" babble their haughty plans and order other to follow their destructive strategies. Then they're insulated from the results of their failed plans. Incompetent is a nice way to describe this clique.
