If for example his rationale is that Trump threatens to turn the USA into the Handmaid's Tale dictatorship that shows such as The View and prominent Democrats claim, and that Trump therefore must be removed by any means (there's been no dearth of such statements since 2015), and he actually believes this - he isn't insane or mentally ill.
He's simply using a different set of metrics than you or me.
Rationale and rationality is always subjective relative the individual (or group) in question. To an atheist, drinking wine and eating wafers in a special house at a special time wearing special clothing while chanting special spells looks like pure insanity - because the atheist isn't using the same rationale as the catholic. And vice versa - for a catholic who knows that those who deny the god of Abraham will go to Hell for eternity, not trying to live according to scripture and the example set by Jesus is not just insane but possibly also evil.
For Routh, his understanding of reality may well be that he is trying to kill the future Hitler (Trump) before "Hitler" starts WW3. True, actual mental illness is irrational, without logic and is almost always full of ad hoc-explanations for discrepancies whenever the insane person's internal what-passes-for-reason is challenged.
