They become corrupt very quickly.
For instance, this 40 billion to Ukraine, the most corrupt country in the world. Little of that cash will get to the intended and some won't leave the country at all instead pocketed by the DC players. Let's vote on that. I'm sure it would be voted down. We could build baby formula plants, build homeless buildings, ECT. Congress loves this type of deal, it's a payday for all. That's why they do them.
