Either way 'The Mother of Democracy' has got it fixed good and proper. It is the most secret and corrupt country in the world and yet they publish much of note, knowing that Joe Public has no interest. I would guess that not 1:1000 know about it and not 1:100,000 reads some of it, and not 1:1,000,000 can navigate the legalese.
