"You don't want to have policy that would have negative unintended consequences."
Something else is afoot. Fauci is a bureaucrat before he is a scientist.

It didn’t, it had the intended positive consequences of suspending the Constitution and getting rid of the threats; Trump and his voters.
Of course his voters aren’t gone yet but they’re working on it. They can pretend its race or ideology - but the truth is they don’t like intrusions into their Magic Castle, now complete with riot fencing and razor wire. Soon enough no doubt T-walls, perhaps a Moat.

The healthcare workers in 2014 were not allowed to go home. They had to stay in a facility for 21 days before they could go home. Once home, they rejoined society.
On the Ebola response, Fauci said “we know people who are without symptoms are not a threat to transmitting it. You don’t get Ebola unless you come into direct contact with body fluid.” COVID is airborne, people without symptoms can transmit it, and you can get COVID without coming into contact with body fluid.
Different disease, different transmission, different response.
Weaponized viruses, healthcare, government, and public officials, makes you wonder what’s next?
