They desperate to give the impression they have succeeded in gettling "life back to normal". But what does it say that they suddenly drop all these initiatives they were acting like were a matter of life and death? Maybe people will fall for it, certainly all of us here have learned a hard lesson about human nature. But I think overwhelmingly, it won't save them, but make them look like they were incompetent the whole time.
